How Washington's Direct Transfer Agreement works, which UW campuses offer guaranteed admission, and how TAG programs at Seattle-area community colleges lock in backup four-year schools.
Washington Community College Transfer: DTA, UW Campuses, and Guaranteed Admission
Washington has one of the most structured community-college-to-university transfer systems in the United States. The backbone is the state's Direct Transfer Agreement (DTA) — a legal framework that forces every public four-year university to accept your credits. But DTA is not the same as guaranteed admission, and the three University of Washington campuses treat transfer students very differently.
This article maps the three mechanisms that matter: DTA credit guarantees, campus-level guaranteed admission, and Transfer Admission Guarantee (TAG) letters that some community colleges issue on day one.
For a chapter-by-chapter walkthrough, see the Washington Transfer Pathways guide. For side-by-side campus decisions, see UW Tacoma vs Bothell vs Seattle.
The DTA: 100% credit transfer, not 100% admission
Every Washington public community college and every Washington public four-year university participates in the Direct Transfer Agreement. When you complete a DTA associate degree, the receiving university must:
- Accept all 90 quarter credits (roughly two years of full-time study)
- Recognize that you have finished the first two years of general education
- Admit you as a junior — no re-taking of core courses for credit
What DTA does not guarantee is admission to any specific campus or major. You still apply, still compete for seats, and still face separate screening for competitive programs like computer science, engineering, and business.
DTA vs admission InfoThink of DTA as a credit contract between institutions. Guaranteed admission is a separate contract between you and a specific campus — and only some campuses offer one.
See DTA vs TAG for how these two mechanisms differ in practice.
UW's three campuses: three different transfer realities
The University of Washington operates three undergraduate campuses. All are part of the UW system, but their transfer policies are not interchangeable.
| Campus | Guaranteed admission? | Typical GPA floor | Best for |
|---|---|---|---|
| UW Tacoma | Yes — official DTA guarantee | 2.75+ with DTA degree | Students who want a hard backup inside the UW system |
| UW Bothell | Conditional TAG at partner CCs | ~3.0 with associate degree | Students targeting business or computing with a strong GPA |
| UW Seattle | No guarantee — priority pool only | Varies; competitive majors often 3.7–3.8+ | Students aiming for top-ranked programs who accept admission risk |
UW Tacoma is the only UW campus with an official guaranteed-admission pathway: complete a DTA associate degree at a Washington public community college with a cumulative GPA of 2.75 or higher, and you are in.
UW Bothell works through conditional Transfer Admission Guarantee (TAG) agreements with partner community colleges such as Shoreline Community College and Seattle Colleges. These typically require completing the associate degree with a 3.0 GPA.
UW Seattle — the main campus ranked among the world's top public universities — offers no guaranteed admission to anyone. Washington law does require that at least 80% of transfer seats go to graduates of Washington public community colleges, which dramatically improves your odds compared with transferring from another state or directly from a foreign university. But admission remains competitive, and selective majors run a second GPA screen after you are admitted to the university.

TAG letters: backup schools on day one
Several Seattle-area community colleges — including Edmonds College and Seattle Colleges — issue Transfer Admission Guarantee (TAG) letters when you enroll. If you maintain the required GPA (typically 2.5–3.2) and complete your associate degree on schedule, these schools guarantee your admission:
- Western Washington University — strong public university in Bellingham
- University of Arizona — major research university with strong engineering
- Oregon State University — top Pacific Northwest engineering school
- UC Davis — available through select Washington CC partnerships (verify with your specific college)
Some CCs also offer TAG pathways to UW Tacoma and UW Bothell. Compare all guaranteed options in Washington Guaranteed Transfer Schools.
Pitfalls for adult students and students without a high school diploma
Two administrative traps catch students who complete community college without a traditional high school background:
High school diploma timing. Washington community colleges can issue a high school diploma through the state's High School 21+ program — but the diploma is often processed only after you complete your college credits. Before you confirm enrollment at UW, verify that your high school completion date appears on your official transcript. UW may deny transfer applicants who cannot document secondary education completion.
In-state tuition and residency (SB 5194). If you qualify for in-state tuition under Washington's residency affidavit process, you must live and attend school in Washington for 12 consecutive months before transfer, then file the SB 5194 residency affidavit with your transfer application. Missing this step can leave you billed at non-resident rates — a difference of tens of thousands of dollars per year at UW Seattle. Standard F-1 international students typically pay non-resident international tuition regardless; this pathway applies to students who establish Washington residency under state rules.
Confirm before you commit WarningPolicies change every year. Verify the current guaranteed-admission page at your target campus and your community college's international student office before you rely on any TAG letter.
What to do next
- Pick your risk tolerance. Want a hard guarantee inside UW? Plan for Tacoma with a 2.75+ GPA. Want the main campus? Accept competitive admission and build TAG backups.
- Collect TAG letters early. Ask your community college international office which guarantees they offer on enrollment day.
- Check major requirements separately. Guaranteed university admission does not guarantee admission to computer science, engineering, or Foster School of Business at UW Seattle.
- Read the guide. The Washington Transfer Pathways guide walks through community college selection, residency, and adult-student pitfalls chapter by chapter.

Frequently Asked Questions
Does the Washington DTA guarantee admission to the University of Washington?
No. DTA guarantees that your 90 quarter credits and general education requirements transfer as junior standing — but not that any campus will admit you. Only UW Tacoma offers official guaranteed admission for DTA graduates who meet the GPA threshold. UW Bothell offers conditional TAG agreements. UW Seattle has no guaranteed admission.
What GPA do I need to guarantee transfer to UW Tacoma?
Complete a DTA associate degree at a Washington public community college and earn a cumulative GPA of 2.75 or higher. UW Tacoma will then guarantee your admission.
Can international students get guaranteed transfer admission in Washington?
Yes, through campus-specific programs. UW Tacoma guarantees admission for qualifying DTA graduates. UW Bothell and several community colleges offer Transfer Admission Guarantee (TAG) letters for schools like Western Washington University, University of Arizona, and Oregon State University. Requirements vary by school and program.
